To get back to money: My elaboration on “Scratch Money” is that it has roots in referring to money needed to get a criminal project started (to buy guns, digging/safe-cracking tools, transportation, bribe guards etc.); its use for paper money as distinguished from metallic money might have come about because paper money occurs in larger denominations than metallic money. Again, this elaboration is my take; the OED just indicates: “Money, esp. paper money. slang (orig. U.S.).” and “1914 JACKSON & HELLYER Vocab. Criminal Slang 74 Scratch,..paper currency… ‘He’s got a bundle of scratch’.” As per my take, in the early years of the term “scratch money”, that sentence would be uttered in the context of the speaker telling a person that someone (the “he”) is in a position to fund a criminal project.
